Russia plans to launch a military satellite aboard a Proton-M on 12 November, Novosti reported citing Roskosmos.

The complex task of placing all three Swarm satellites on their launch adapter is complete. This is another significant milestone in preparing ESA’s latest Earth observation mission for lift-off, which is now set for 22 November, 1202 UTC.
