The state commission investigating the recent Proton launch failure has ruled out that the rocket’s three lower stages had anything to do with the incident. This clears the way for the launch of Eutelsat’s KA-SAT, which will nonetheless be slightly delayed. Meanwhile, Russia hopes to compensate for the loss of three GLONASS satellites by March 2011.
